About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for equipment rental services consisting of a minimum 40-ton mobile crane with operator, helper, and driving hammer assembly. The crane must be equipped to drive 20-inch by 18-foot, 10-gauge metal interlocking sheet piling and HP12x53 steel H-piles at least 30 feet long, and will serve Kentucky Transportation District 1, encompassing Ballard, Carlisle, Graves, Fulton, McCracken, Lyon, Livingston, Crittenden, Marshall, Calloway, Trigg, and Hickman counties. The initial contract term runs from award through May 31, 2022, with four optional one-year renewal periods, and bidders must provide equipment delivery and operator services within a mutually agreed response time not to exceed seven days, with the Transportation Cabinet providing 48 hours' notice before delivery. Vendors are responsible for all travel, mobilization, and fuel expenses and will be compensated only for actual working hours with a guaranteed minimum of eight hours per work order, with an estimated usage of 150 hours. The procurement evaluation uses a best-value methodology based primarily on price, with the lowest bidder receiving maximum points on a 100-point scale. Critical deadlines include submission of written questions by May 19, 2021 at 3:00 p.m. Eastern Time, with responses posted by May 20, 2021 at 7:00 p.m., and bid responses due by May 28, 2021 at 1:30 p.m. Eastern Time through the Kentucky eProcurement system; public bid readings will occur via telephone conference on the closing date at 3:00 p.m., with a tentative award date of June 4, 2021.

Qualified bidders must be registered in the Commonwealth eProcurement System and submit a Vendor Bid Sheet with actual bid prices, a Certificate of Insurance documenting $1,000,000 general liability and Kentucky workers' compensation coverage, an Affidavit Regarding Contractor Employees, and detailed equipment specifications including brand and model. Resident bidder preferences apply per KRS 45A.494, and qualified bidder preferences under KAR 200 5:410 are available to Kentucky Correctional Industries (20 percent preference) and other specified qualified nonprofits (15 percent preference). All bidders must execute an Annual Affidavit affirming compliance with Kentucky campaign finance laws, state tax obligations, and restrictions on boycotts of entities in jurisdictions with which Kentucky maintains open trade. The procurement is funded by the Federal Highway Administration Emergency Relief program and is therefore subject to Davis-Bacon wage determinations, Buy America requirements, and federal non-discrimination provisions. No specific incumbent vendor or budget range is identified in the solicitation documents. Vendors submitting bids must complete all pricing information and upload responses through the designated e-procurement system to be eligible for award consideration.
