About this opportunity

The Kentucky Transportation Cabinet Division of Purchases, on behalf of District 1, is issuing a Request for Bid (RFB) for equipment rental services consisting of boom pump trucks and line pump trucks with operators to support concrete pumping operations across 12 counties in KYTC Highway District 1 (Ballard, Calloway, Carlisle, Crittenden, Fulton, Graves, Hickman, Livingston, Lyon, McCracken, Marshall, and Trigg). The procurement includes six line items: hourly pumping rates for boom pump trucks (60 hours), minimum project charges for boom pump truck mobilization and demobilization (15 units), cubic yard charges for boom pump concrete (500 cubic yards), hourly rates for line pump trucks (25 hours), minimum project charges for line pump truck mobilization and demobilization (6 units), and cubic yard charges for line pump concrete (250 cubic yards). Vendors must demonstrate the ability to guarantee a five-day response time from notification by the Transportation Engineer Branch Manager to begin work and provide all equipment, labor, fuel surcharges, permits, disposal fees, and maintenance costs necessary to perform the services. Evaluation will be conducted on a best value basis with price as the sole criterion, allocating 100 points to the lowest bidder. The deadline for written questions is January 7, 2026 at 4:00 PM, with responses posted by January 8, 2026 at 4:00 PM. Bids must be submitted electronically through the Kentucky Vendor Self Service system by January 15, 2026 at 1:30 PM Eastern Time, with a tentative award date of January 23, 2026.

The contract will be effective from the award date through January 31, 2027, with options to extend for four additional one-year periods subject to written approval and possible price renegotiation. Vendors must be registered in the Commonwealth eProcurement System at least 24 to 48 hours before bid closing and must submit an ACORD Certificate of Insurance naming the Kentucky Transportation Cabinet as additional insured within ten days of notice of intent to award, with minimum coverage of $1,000,000 per occurrence for general liability and compliance with Kentucky workers' compensation insurance requirements. All prices must remain firm for the first 12 months of the contract, with price increases permitted thereafter only upon written justification based on industry-wide changes with at least 30 days' notice. Vendors must comply with Kentucky statutes and regulations regarding taxation, employment, occupational safety and health, workers' compensation, non-discrimination requirements, and cannot utilize illegal immigrant labor or violate campaign finance laws. Payment will be made within 30 working days of invoice receipt, with a 1% monthly penalty applied for payments exceeding 30 working days, and a $1,000 per day penalty assessed for failure to meet contracted response or completion dates unless delays are beyond the vendor's control. No incumbent contractors, set-asides for disadvantaged enterprises, or specific budget allocations are referenced in the solicitation documents.
