About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of District 3, is soliciting bids for equipment rental services with operators through Request for Bid (RFB) 605_2500000407. This is a rebid of RFB 2500000371 and seeks competitive pricing for three line items: a 25-ton crane with operator for 40 hours, a 50-ton crane with operator for 40 hours, and a clamshell bucket attachment for 40 hours, all quoted on an hourly basis. Vendors must provide machines and qualified operators within fourteen calendar days of order placement and are responsible for all associated costs including travel expenses, tolls, mobilization between work sites, equipment maintenance, fuel, lubrication, and delivery and removal at no expense to the state. The contract requires a minimum eight-hour guarantee per work order with payment only for actual working hours. Vendors must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, with certificates of insurance due within ten days of notice of intent to award. Award will be based solely on price, with the lowest responsive bidder receiving the contract. The bid submission deadline was January 30, 2025, at 1:30 p.m. Eastern Time, with responses submitted electronically through the Kentucky Vendor Self Service portal at vss.gov; email and hard copy submissions are not accepted. The tentative award date is February 17, 2025, with the initial contract period running from the award date through January 31, 2026, and four optional one-year renewal periods available at mutual written approval of both parties.

Kentucky resident bidders and qualified bidders claiming status under KRS 45A.470 may receive preference consideration. Vendors must submit required affidavits addressing campaign finance compliance, resident bidder status if applicable, contractor employee compliance regarding illegal immigrants, and subcontractor information. Price increases are not permitted during the first twelve months of the contract; any increases thereafter require written justification based on industry-wide price changes. The Commonwealth is obligated to purchase only the quantity of hours required by projects as determined by Department personnel, with all quantities listed in the solicitation constituting estimates only. No specific budget range or award value is provided in the solicitation documents, as payment is contingent upon actual hourly usage determined by Transportation Cabinet personnel. Vendors experiencing submission difficulties or requiring clarification on requirements may contact the Customer Resource Center at Finance.CRCGroup@ky.gov, 502-564-9641, or 877-973-4357.
