About this opportunity

The Eatonton Putnam Water & Sewer Authority (EPWSA) is soliciting proposals from qualified sludge dewatering equipment manufacturers to recommend belt press/dewatering equipment and provide a basis of design for the Eastside Water Pollution Control Plant in Eatonton, Georgia, with proposals due October 22, 2026. Selection under this RFP does not constitute award of a purchase order or supply contract; actual procurement will occur through a separate construction contract. This is a design-recommendation engagement, not a direct equipment purchase.

Respondents must be manufacturers qualified to recommend and specify belt press or dewatering equipment. The scope requires equipment selection recommendations and technical specifications supporting the planned dewatering improvements at a facility currently processing 0.26 MGD average daily flow with a permitted average of 0.55 MGD and peak of 1.50 MGD, with future planning to 1.0 MGD. The recommended equipment must achieve a minimum 20% cake solids content and 95% or greater solids capture rate while processing 1.5% feed sludge solids at an average 1 ton/week dry solids load under a 5-day, 8-hour operating schedule.

Proposals are evaluated on a weighted scoring system: Qualifications & Experience (40%), Quality of Technical Solutions/Recommendations (30%), Service & Warranty (15%), and Budgetary Pricing (15%). Respondents must provide budgetary-level pricing for the recommended equipment package broken down by unit and component, along with pricing for alternate/expansion configurations and anticipated price escalation factors; pricing is for evaluation and planning purposes only.

Questions must be submitted in writing to Andrew Swicegood at ESG Engineering LLC (478-474-4996 or aswicegood@esgengineering.com) no later than 72 hours before the deadline. Proposals (one original and two copies plus one electronic copy on USB drive) must be delivered to 663 Godfrey Rd, Eatonton, GA 31024, by October 22, 2026, at 2:00 PM ET. Respondents must acknowledge receipt of all addenda in their submittal or face potential rejection as non-responsive.
