About this opportunity

Energy Northwest is soliciting bids for construction of a new parking lot at Columbia Generating Station in Richland, Washington under IFB-719195, with bids due October 8, 2026 at 1:00 p.m. Pacific Time and a mandatory site examination on September 23, 2026 at 1:00 p.m. The project must be completed by November 30, 2026.

Bidders must be registered Washington contractors meeting specific responsibility criteria: current contractor registration, Unified Business Identifier number, Industrial Insurance coverage, Employment Security Department number, Department of Revenue excise tax registration, and completion of required contractor training. The work is subject to Washington State prevailing wage requirements as of September 1, 2026; contractors are responsible for determining correct labor categories and wage rates.

The scope includes site and swale drainage, catch basin construction, subgrade preparation, asphalt paving, parking striping, pedestrian crosswalks, and installation of bollards, signs, and wheel stops. Contractors must furnish all labor, supervision, tools, equipment, consumables, and materials. An alternate bid option allows for installation of two electric vehicle charging stations in lieu of standard asphalted stalls.

Bidders must submit a bid bond equal to 5% of the total bid price. Upon contract award, contractors must provide a performance and payment bond equal to 100% of the total contract price excluding Washington State sales tax. A 5% retainage will be applied to all invoices, with release contingent upon approval from three state agencies (Department of Revenue, Employment Security Department, and Labor & Industries) following submission of prevailing wage affidavits and a final statement and general release form.

Evaluation criteria are total bid price, responsible bidder information, and responsive and qualified bidder qualifications covering commercial and technical aspects. Energy Northwest reserves the right to award to the responsible, responsive, and qualified bidder offering the lowest price that is most advantageous to the agency. Written questions are due September 30, 2026 at 12:00 p.m. local time. Contract award is anticipated within 45 days of bid opening.
