About this opportunity
The Purchasing Solutions Alliance (PSA), a cooperative purchasing program of the Brazos Valley Council of Governments, is soliciting proposals for eProcurement and Contract Management Solutions through RFP No. 25-203. The procurement seeks software solutions across three primary categories: Enterprise Sourcing Software, eProcurement Software, and Contract Management Software, with vendors able to respond to one or multiple categories. Specific software capabilities include supplier registration, electronic bidding, reverse auctions, bid workflow, RFP building, public posting, proposal evaluation, contract creation, amendments, insurance certification management, and renewal reminders. Offerors must submit four printed sets of their proposal (one original and three copies) with an accompanying electronic flash drive by December 19, 2025, at 3:00 p.m. Central Time. The contract will be competitively awarded to one or more vendors based on a 100-point evaluation criteria: Cost Proposal (40 points), Product Offering (20 points), Training (5 points), Technical Support and Customer Satisfaction (10 points), Vendor Experience and Qualifications (10 points), and Value to PSA (15 points). The initial contract term is three years from BVCOG Board approval, with options for two additional one-year extensions.
The solicitation is open to a wide range of organizations, including local government agencies, state agencies, school districts, higher education institutions, and nonprofit 501(c)(3) organizations nationwide. Vendors are required to provide information about their business classification, including options for Manufacturer, Dealer/Distributor, Joint Offering, or Other, and are encouraged to disclose Underutilized/Disadvantaged Business (HUB/DBE) status. Contractors must maintain specific insurance coverage, including $1,000,000 per occurrence and $2,000,000 annual aggregate Commercial General Liability. A 3% administrative fee will be applied to all sales, with contractors permitted to negotiate lower pricing for individual PSA members. Monthly reporting is mandatory, detailing end users, billing addresses, product/service amounts, and administrative fees. While no specific budget range is listed, the comprehensive nature of the eProcurement and Contract Management Solutions suggests a potentially significant contract value for successful vendors who can meet the diverse technological and operational requirements of PSA members.
