About this opportunity
The Texas Health and Human Services Commission Procurement and Contracting Services division, procuring on behalf of El Paso Psychiatric Center, is requesting bids for art therapy services with responses due July 7, 2026, at 10:30 a.m. CST and a questions deadline of June 25, 2026, at 1:00 p.m. The bidder and assigned personnel must hold Registered Art Therapist (ATR) or Provisional Registered Art Therapist (ATR-Provisional) credentials — the primary capability filter.
Services consist of routine, journey-level habilitation and rehabilitation therapy work including developing and facilitating therapeutic art groups, collaborating with treatment teams, maintaining clinical documentation, and supporting program development aligned with trauma-informed care principles. Performance occurs at El Paso Psychiatric Center (4615 Alameda Ave, El Paso, TX 79905) in HHS Region 10, Monday through Friday, 8 a.m. to 5 p.m. Mountain Time. Bidders must demonstrate five years of relevant therapeutic rehabilitation experience, with preference for graduation from an accredited program in therapeutic rehabilitation, and submit three verifiable references for similar contracts within the last five years.
The initial contract term runs three years from September 1, 2026, through August 31, 2029, with no renewal options; HHSC reserves the right to extend for up to one additional year. Bidders must submit firm, fixed pricing covering all labor, equipment, materials, and supplies. Price adjustments may be permitted during the contract term based on CPI-W or CPI-U, or in response to federal minimum wage increases, subject to HHSC approval.
Insurance requirements include workers' compensation ($1,000,000 per accident), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), commercial automobile ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). Personnel must pass background checks through the Texas Department of Public Safety before commencing work. Responses must include proof of art therapy certification, completed pricing sheet, HHS Solicitation Affirmations, Bidder Reference Form, evidence of financial capability, and any applicable addendum acknowledgements. HHSC will evaluate based on bidder qualifications, ability to meet performance requirements, and price.
