About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is issuing Request for Bid (RFB) 605-2300000299 on behalf of the Division of Maintenance to establish a master agreement contract for epoxy coated and black steel reinforcement, tie wire, chairs, and related services. The procurement encompasses 24 line items including steel reinforcement bars in sizes #3 through #8 (both uncoated and epoxy coated) at 1,000 pounds per item, tie wire rolls in uncoated and epoxy coated varieties (10 units each), steel wire ties (10 bundles each), rebar chairs in 2-inch sizes (10 units each), and steel reinforcement bending services for bars #3 through #8 (10 bends each). All materials must conform to sections 602 and 811 of the Kentucky Transportation Cabinet Department of Highways Standard Specifications for Road and Bridge Construction. The master agreement will service the KYTC Division of Maintenance and Highway Districts 1-12 throughout Kentucky. Bidders must submit responses exclusively through the Commonwealth's eProcurement system by November 30, 2022, at 1:30 p.m. Eastern Time, with questions due by November 22, 2022, at 4:00 p.m. The tentative award date is December 6, 2022. Evaluation will utilize a best value scoring method with price as the sole measurable criterion worth 100 points, with the lowest bidder receiving the maximum score. Vendors must be pre-registered in the Commonwealth eProcurement System prior to submission, allowing 24-48 hours for registration completion.

The contract includes resident bidder preferences per KRS 45A.490-494, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofits serving individuals with severe disabilities receive preference points of 20 percent and 15 percent respectively. All bidders must submit the Annual Required Affidavit for Bidders, Offerors and Contractors certifying compliance with Kentucky campaign finance laws, sales and use tax registration requirements, state tax obligations, and ethics restrictions. Delivery is required within 30 calendar days of receiving an official delivery order on an F.O.B. destination freight prepaid basis, with a minimum order of 5,000 pounds of steel reinforcement and late delivery penalties of one percent per day. The master agreement will be effective upon award and expire on December 31, 2023, with an option to extend for four additional one-year periods subject to mutual written approval and potential renegotiation of terms. Payment is made within 30 working days after receipt of goods and vendor invoices, with penalty payments of one percent per month for payments exceeding 30 working days. Price adjustments are prohibited during the first 12 months and limited to one increase thereafter based on documented industry-wide price changes.
