The Colorado Department of Public Health and Environment (CDPHE), Hazardous Materials Waste Management Division, is requesting bids on Five-Year Reviews (FYR) for five EPA Superfund sites under IFB 1-2027000002, with bids due July 27, 2026 at 2:00 p.m. and written inquiries due July 17, 2026. The central capability filter is a minimum of ten years of experience completing EPA Five-Year Reviews and prior completion of FYRs at a minimum of two of the five specified sites.

The five sites subject to review are Lowry Landfill (signature deadline January 10, 2027), Smuggler Mountain (February 10, 2027), Chemical Sales Company (March 10, 2027), Captain Jack Mill (September 26, 2027), and California Gulch (September 28, 2027). Work spans multiple Colorado locations with administrative oversight by CDPHE. The contractor must conduct site inspections, stakeholder interviews, institutional control reviews, and develop comprehensive FYR reports meeting CERCLA and National Contingency Plan requirements. Deliverables include a draft schedule within 7 days of contract start, initial FYR drafts no later than 3 months before each statutory signature date, revised drafts 2 months before signature, and final drafts 3 weeks before signature. Three sites require accompanying fact sheets. All FYR reports must undergo Section 508 accessibility compliance review. Field work is scheduled for 2026 with reviews completed in early 2027. Quarterly reports and monthly invoices are also required.

The estimated contract value is approximately $370,000 as a fixed-price award to the lowest responsible and responsive bidder. The contract period runs from August 10, 2026 through December 31, 2027. Electronic submission via BidNet (www.bidnetdirect.com/cdphe) is mandatory; email submissions will not be accepted. Bidders must submit organizational descriptions, detailed qualification narratives, resumes of key personnel, vendor information forms, completed budget templates, and at least one reference from a similar project. All products and services become sole property of the State of Colorado upon award.
