About this opportunity
Eastern Washington University (EWU) is seeking quotes for a comprehensive Uninterruptible Power Supply (UPS) equipment replacement through Request for Quotation (RFQ #25-CTR09), targeting jurisdictions in Spokane Valley City, Spokane County, and Spokane City. The procurement involves supplying 34 APC UPS SMX3000HVT units, 26 APC UPS SMX2KR2UX145 units, and 5 each of APCRBC143 and APCRBC117 replacement batteries. The primary objective is to simplify and standardize the university's UPS infrastructure, addressing aging equipment from manufacturing years 2010-2017 that is experiencing increasing failures. Vendors must provide new equipment, with used equipment expressly prohibited, and deliver to EWU's Cheney campus location at 1320 Woodward Ln, Building E. The delivery timeline is specified as 16-24 weeks post-order completion, with quotes due by December 17, 2024, at 3:00 PM PDT. Bidders are required to be authorized manufacturer representatives and must include comprehensive manufacturer warranties with specified service period limitations for parts and labor.
The RFQ encourages participation from minority, women-owned, veteran-owned, and small businesses, though these are not mandatory set-aside categories. Vendors must provide details of their nearest manufacturer-authorized warranty/service center and include all cost components in their pricing, with freight prepaid and FOB Destination terms. While specific budget ranges are not explicitly stated, the comprehensive nature of the UPS gear replacement suggests a significant procurement value. No incumbent vendors are mentioned, and no existing infrastructure integration requirements beyond standard UPS installation are indicated. The solicitation does not specify contract renewal options, implying this is a one-time equipment replacement project. The procurement appears focused on standardizing and modernizing EWU's power infrastructure through a targeted equipment replacement strategy that addresses current system vulnerabilities and potential operational risks associated with aging UPS equipment.
Opportunity text
EWU has been working on our UPS inventory and replacement plan keeping our goal in mind which is to simplify our UPS environment by standardizing on one manufacturer utilizing only two models. We determined that a full replacement of our UPS gear on campus will be the most ideal solution as most of our UPS gear is between the manufacturing years of 2010-2017. These units are failing, and battery replacements are currently bought as needed due to little or no inventory for certain models.
