About this opportunity
The Executive Office of Economic Development (EOED) is posting a Notice of Intent to contract with the Massachusetts Clean Energy Center (MassCEC) to administer Workforce Investment Trust Fund grants for clean energy workforce development, with vendor responses due by 5:00 PM EST on July 15, 2026 through COMMBUYS. This is a Due Diligence Posting rather than a full competitive procurement; EOED will consider responses from interested vendors demonstrating comparable or better qualifications and offerings than MassCEC.
The scope comprises administering two programs: an expansion of MassCEC's existing New Internships program for climate technology companies, and a new Pathmaker program establishing employer-connected workforce pathways in clean energy. Both programs target low-income communities and vulnerable youth and young adults through job skills training, adult literacy, and English language learning. The total anticipated award is $1.5 million for fiscal year 2027, allocated as $500,000 for New Internships and $1 million for Pathmaker.
Applicant organizations must meet WITF guidelines and demonstrate capacity to serve eligible populations with multilingual job skills training, adult literacy, and English language programming focused on at-risk youth. All vendors must register in COMMBUYS, submit quotes electronically, and complete standard Commonwealth documentation including W-9 forms and Standard Contract Forms. Awarded vendors must maintain active COMMBUYS accounts throughout contract performance and authorize electronic funds transfer.
Award determination will follow evaluation of vendor responses submitted after the posting deadline. Responses must be made through COMMBUYS; no phone calls or email inquiries are accepted. Questions must be submitted through COMMBUYS Q&A.
