The Invitation to Bid (ITB) BMB02327C requires air quality analytical testing, monitoring, consulting, and reporting for asbestos, lead, polychlorinated biphenyls (PCBs), and mold across the district's 38 school buildings and administrative offices, which serve more than 20,000 students and staff. The ITB awards a single vendor on a firm-fixed-price basis for three years, with an option to extend for two consecutive one-year periods by mutual agreement. The bid sheet requires unit pricing for hourly labor across multiple personnel categories, equipment rentals, and laboratory analyses, including fungi identification, bacterial analysis, radon, lead, asbestos and PCB sample analysis, and alternative work practice applications. Overtime cannot exceed time-and-one-half, and premium time cannot exceed double-time for federal or state-recognized holidays. No markup is permitted on rental equipment, subcontracted labor, or materials without prior written approval. The October 29 master agreement attachment describes on-call, task-order work with hourly compensation and carries blank term and fee fields. The later November 5 ITB sets the term and pricing structure. Insurance requirements differ between attachments: the master agreement lists $1 million in environmental/pollution liability, while the Construction Services Insurance Rider requires $5 million per claim and aggregate. The rider also requires carriers licensed in Connecticut with an AM Best rating of A-VII or better, and proof of insurance is due before award.

Questions must be submitted in writing through the OpenGov portal by November 18, 2026, and answers will be published as addenda. Bidders must monitor the portal for addenda.
