About this opportunity
The Virgin Islands Office of Disaster Recovery (ODR), a subsidiary division of the Virgin Islands Public Finance Authority, is soliciting proposals for Environmental Technical Consultant Services to support federally funded recovery projects across the U.S. Virgin Islands. The procurement seeks professional environmental technical services for critical infrastructure reconstruction, specifically targeting healthcare facilities, educational institutions, utility infrastructure, and public buildings. Qualified and licensed firms must demonstrate extensive experience in environmental consulting through comprehensive proposal submissions, which will be evaluated based on specific qualifications criteria outlined in the Request for Proposal (RFP). A virtual pre-proposal conference is scheduled for September 4, 2025, at 10:00 am AST, and bid documents can be requested by emailing procurements@usvipfa.com. Interested firms must submit proposals electronically to odr_ebids@usvipfa.com by September 30, 2025, at 4:00 pm AST, with the understanding that ODR reserves the right to accept or reject any and all proposals submitted.
The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. No information is provided about incumbent vendors or existing technological infrastructure requiring integration. While the specific budget range is not disclosed in the procurement notice, the comprehensive scope of services suggests a potentially significant contract value given the breadth of infrastructure recovery projects across healthcare, education, and utility sectors. The procurement appears open to qualified firms with demonstrable environmental technical consulting experience in public infrastructure reconstruction, particularly those with expertise in federally funded recovery projects. Respondents will need to provide detailed documentation of their qualifications, past performance, and technical capabilities to be considered for this contract opportunity.
