About this opportunity
The Port of Corpus Christi Authority is requesting proposals for environmental survey consulting services on an as-needed basis for a two-year term from award, with proposals due September 10, 2026, and a pre-proposal meeting scheduled for September 3, 2026 at 1:30 p.m. in Corpus Christi with virtual access available.
Evaluation allocates 10 points to local-vendor preference status alongside 30 points each for proposed cost and fees, qualifications and relevant experience, and technical approach and quality assurance. PCCA has established a blended fee schedule with acre-based rates ranging from $279.45 to $399.34 per acre depending on project size and service type, and hour-based rates from $123.72 to $168.22 per hour, with proposers permitted to commit to specified rates or submit alternative fee structures for consideration.
The scope encompasses aquatic surveys, wetland assessments, U.S. Army Corps of Engineers jurisdictional determinations, cultural resources research and coordination, alternatives analysis, endangered species evaluations, permit drawing and application development, USACE nationwide permit pre-construction notifications, agency coordination, strategy development, permittee-responsible mitigation plan development, and NEPA environmental assessments. Work is performed across San Patricio and Nueces Counties under a 214 Agreement between PCCA and USACE under the Water Resources Development Act, with PCCA prioritizing work and submitting to the assigned USACE Project Manager.
The selected consultant must maintain comprehensive insurance: workers' compensation, commercial general liability at $1,000,000 per occurrence, professional liability at $2,000,000 per claim, and umbrella liability at $5,000,000 per occurrence. The Port Commission is expected to award the contract on October 20, 2026. Proposals must be submitted electronically through PCCA's procurement website by 3:00 p.m. on September 10, 2026.
