About this opportunity
The Georgia Department of Transportation issued RFQ-484-122821 on November 22, 2021, soliciting qualifications for three separate on-call indefinite-delivery, indefinite-quantity environmental support services contracts covering NEPA documentation, air quality, noise and public involvement (Contract 1); cultural resources (Contract 2); and ecology (Contract 3), with statements of qualifications due December 28, 2021. Addendum No. 1, issued December 9, clarified that one key team member must be designated for each contract and confirmed GDOT's intent to fund embedded consultants.
A 15% annual Disadvantaged Business Enterprise participation goal applies to all federally funded projects. Prime consultants must hold GDOT prequalification in NEPA Documentation (Area Class 1.06(a)) for all three contracts. Team members must additionally hold prequalifications in technical areas including Air Studies, Noise Studies, Public Involvement, History, Archaeology, Ecology, Freshwater Aquatic Surveys, and Bat Surveys depending on contract assignment.
Contracts carry minimum values of $25,000 with maximum contract values of $30 million for Contracts 1 and 2 and $35 million for Contract 3. Initial terms are three years with options to extend to five years total. Payment structures may be lump sum, cost plus fixed fee, cost per unit, or specific rate of compensation. All work is performed statewide across Georgia counties in accordance with GDOT's Environmental Procedures Manual and Plan Development Process, including quality assurance reviews, environmental task status tracking, project management database updates, file maintenance, and coordination with GDOT offices and state and federal agencies.
Firms exceeding $250,000 in aggregate contract amounts must provide yearly CPA overhead audits and comply with 48 CFR Part 31 audit and accounting requirements. Selection involved a two-phase process: Phase I evaluated project manager and key team leader experience (30% weight) and resources and approach to environmental challenges (20%); Phase II evaluated technical approach (40%) and past performance (10%). GDOT selected Atkins North America, Inc. for Contract 1, Vanasse Hangen Brustlin, Inc. for Contract 2, and Arcadis U.S., Inc. for Contract 3, with total awards of $95 million.
