About this opportunity
The Urban Flood Safety & Water Quality District is requesting proposals for environmental HTRW testing services including preliminary assessment review, soil sampling, and summary reporting related to the Portland Metro Levee System project, with proposals due June 17, 2026 at 2:00 p.m. PST.
The scope covers two primary sites: the Diversified Marine site (approximately four composite soil samples with up to two contingent samples) and the Railroad Embankment adjacent areas (approximately twenty surface soil samples, up to four composite samples, four sediment samples, with up to six contingent samples). Laboratory analysis must identify petroleum hydrocarbons, volatile organic compounds, polycyclic aromatic hydrocarbons, and RCRA metals using specified EPA methods. Proposers must develop a Sampling and Analysis Plan and deliver a summary report. The District intends sampling during summer 2026 with report delivery by October 1, 2026 and contract kickoff June 30, 2026. Pre-qualification is not required.
The estimated contract value is approximately $75,000 for a one-year term with renewal options. Place of performance encompasses the levee system across North Portland, Gresham, Fairview, and Troutdale.
Evaluation criteria are key personnel qualifications (20 points), firm experience with similar environmental services (25 points), understanding of scope and implementation approach (25 points), community outreach and environmental sustainability commitment (15 points), and cost estimate (15 points), evaluated using proportional lowest-cost methodology. Proposers must submit cost estimates broken down by task: Sampling Plan, Diversified Marine site sampling, Railroad Embankment sampling, and summary reporting. Proposals are limited to 12 pages and must be submitted through OregonBuys.
Required insurance includes commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000 per accident), workers' compensation, umbrella liability ($5,000,000 per occurrence), and professional liability ($1,000,000 per claim).
Questions are due June 10, 2026. Contact Nicole Handley at NHANDLEY@URBANFLOODSAFETYOR.GOV or (503) 281-5675.
