About this opportunity

The Consolidated Government of Columbus, Georgia is soliciting proposals for environmental hazardous chemicals and waste remediation and disposal services on an as-needed basis, with proposals due November 12, 2021 at 5:00 p.m. Eastern via DemandStar. The City may award the contract to both a Primary and Secondary Contractor, with the Secondary providing services when the Primary is unavailable within a 2-hour response timeframe.

The scope covers professional consulting, construction, equipment, labor, and transport services across 45 City locations including 14 fire stations and 31 Public Works sites. Services include pickup, transportation, packaging, labeling, manifesting, and disposal of contaminated soil, absorbent materials, petroleum products, battery acid, and antifreeze; replacement of leaking underground storage tanks; construction in environmentally sensitive areas; and emergency response to catastrophic incidents. The contractor must provide twelve 55-gallon metal drums for contaminated-material storage and contract with recycling facilities for universal waste disposal.

Pricing is quoted hourly per incident due to varying waste characteristics and quantities. Cost proposals must include firm fixed prices per hour for heavy equipment and labor classifications, with separate rates for on-site work, travel, and overtime/holiday, plus per-ton costs for pickup, transport, and disposal of 55-gallon drums. Contract pricing is fixed for the initial two-year term; subsequent renewals may include price escalation not exceeding 5 percent with supporting documentation. The City does not guarantee minimum waste volumes or types.

The initial contract term is two years with options to renew for three additional twelve-month periods contingent on mutual agreement and City funding appropriation. The current contract (RFP 17-0001) expires April 7, 2022.

Contractors must maintain $1 million general liability, $1 million automobile liability, $2 million contractor pollution liability, and $2 million environmental impairment liability insurance, with the City named as additional insured. All contractors must comply with E-Verify, maintain OSHA training certifications for hazardous waste operations, and possess appropriate professional engineering staff and licenses.

Evaluation criteria are weighted: Qualifications/Experience (35%), Service Plan (35%), Response Time (20%), Client Work History (5%), and Cost Proposal (5%). Either party may terminate with 30 days' written notice.
