About this opportunity
The Coastal Bend Bays & Estuaries Program (CBBEP), a nonprofit 501(c)(3) organization, has issued a Request for Qualifications (RFQ) for Professional Environmental Consulting Services on October 20, 2025. The RFQ seeks environmental consulting firms to provide services across four primary categories: Environmental Permitting, Wetland Regulatory Compliance, Environmental Investigations, and Geospatial Technology Services and Surveying. Selected firms will be pre-approved to provide services on various projects over a five-year period, with potential renewal options. Interested firms must submit Statements of Qualifications electronically by December 19, 2025, with an anticipated selection date of January 23, 2026. The SOQs must not exceed 25 pages and include a cover letter, firm profile, relevant experience, key personnel qualifications, technical capabilities, and references. The CBBEP staff Selection Team will evaluate submissions based on weighted criteria: qualifications and experience of the firm and key personnel (30%), demonstrated environmental permitting and compliance expertise (30%), understanding of CBBEP's mission and project needs (20%), availability and capacity to perform work (10%), and references and past performance (10%).
CBBEP is an equal opportunity employer that actively encourages participation by small, minority-owned, women-owned, and disadvantaged businesses. Firms must have a minimum of four years of demonstrated experience in coastal habitat protection, restoration, nature-based infrastructure, and public access projects. The RFQ does not guarantee a contract award, and no monetary compensation will be provided for participation in the selection process. While specific budget ranges are not explicitly stated, the five-year pre-approval period suggests potential for multiple project opportunities. The procurement is structured to create a pool of qualified environmental consulting firms that can be called upon for various coastal and environmental projects, with the selection process designed to identify the most capable and experienced contractors in the specified service categories.
