About this opportunity

The City of Portsmouth, Virginia is requesting proposals for environmental consulting services on an as-needed basis, with proposals due July 15, 2026 at 2:00 p.m. via eVA. The City intends to hire multiple consultants and reserves the right to negotiate contracts with up to five firms.

Firms must be licensed by the Commonwealth of Virginia to perform environmental consulting work. SWAM/MBE/SDVM business participation represents 10% of the evaluation criteria; the City strongly encourages such participation but does not impose a set-aside or mandatory participation goal.

The scope includes building surveys for asbestos, lead, and other hazardous materials; preparation of abatement plans and specifications; Phase I and Phase II site assessments; wetlands delineation and mitigation plans; and environmental permitting assistance. All services must be provided by qualified, certified personnel. The contract term is one year with the option to renew for four additional one-year terms. Place of performance is Portsmouth.

Offerors must provide evidence of professional liability insurance of $2 million and comprehensive general and automobile liability insurance of $1 million per occurrence with $2 million aggregate, plus workers' compensation insurance as required by Virginia law. Cost estimates are not required during the proposal phase, though nonbinding hourly rate estimates for personnel may be required during discussions. Payment is made upon project completion unless otherwise negotiated. Successful offerors must obtain a current City of Portsmouth Business License prior to contract execution and may not increase prices upon renewal, though pricing decreases are permissible with mutual consent.

Evaluation criteria are responsiveness to RFP provisions (20%), project manager qualifications (10%), personnel qualifications and experience (20%), firm organizational capability (20%), quality of workmanship and past performance (20%), and SWAM/MBE/SDVM participation (10%). The City anticipates reviewing proposals July 29, conducting interviews with top offerors during August 10–14, and making panel selections by August 30, 2026.
