About this opportunity

Shasta County Department of Public Works is seeking a qualified consulting firm to provide environmental and cultural assessment services through a Request for Qualifications (RFQ) released on August 14, 2025. The procurement is designed to establish a three-year contract for as-needed environmental consulting services primarily focused on non-federal aid public works maintenance and construction projects. Specific deliverables include preparation of biological, aquatic, and cultural resource assessments, permitting application documents, and on-site monitoring during maintenance and construction activities. The county requires consultants to demonstrate extensive experience performing assessments and preparing permitting documents for state and federal resource agencies. Evaluation criteria will be equally weighted across four key areas: understanding of work (25%), experience with similar work (25%), staff quality (25%), and technical ability (25%). Statements of qualifications are due by September 26, 2025, at 3:00 PM, with the county reserving the right to reject any submissions and not being obligated to enter into an agreement.

The RFQ does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The total contract compensation is not to exceed $350,000, with individual work assignments limited to $50,000 without Board of Supervisors approval. Consultants must provide comprehensive insurance coverage, including $2 million in commercial general liability, automobile liability, workers' compensation, and professional liability insurance. The fee structure will be based on a time and materials rate schedule, and the county will review the top-ranked respondent's fee proposal, with the potential to negotiate terms or move to the next-ranked respondent if an agreement cannot be reached. While no incumbent vendors are mentioned, the contract appears designed to establish a flexible, on-call environmental consulting relationship to support Shasta County's ongoing public works infrastructure and maintenance projects.
