About this opportunity

The State of Wisconsin's Department of Children and Families (DCF) is seeking bids for the procurement of environmental kits to be distributed in Milwaukee and Madison. The Request for Bid (RFB) calls for the assembly and shipping of 225 developmentally appropriate environmental kits across three age groups, with the majority being delivered to a childcare resource and referral (CCR & R) agency in Milwaukee. These kits are designed to enhance learning environments for childcare providers and will include educational materials such as books and toys. Bidders are required to provide detailed specifications of the proposed kit contents, with the understanding that alternate products may be substituted if the original items are unavailable, subject to DCF's approval. All questions regarding the bid must be submitted via email to Sylinda Lower at DCFProcurement@wisconsin.gov by February 25, 2020, with no phone calls or eSupplier Portal communications permitted. The bid covers jurisdictions including Milwaukee County and multiple Milwaukee City districts, with a focus on providing high-quality educational resources for childcare settings.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The procurement appears to be open to qualified vendors who can meet the technical specifications and deliver the required environmental kits. While no incumbent vendors are listed, the bid emphasizes the importance of providing equivalent or superior products to those specified in Attachment E. The document does not provide a specific budget range or award value, but indicates that five additional kits from each age group will be distributed to the Department of Children and Families for provider visits. Potential bidders must carefully review the detailed requirements in the attachments and ensure their proposed kits meet the developmental appropriateness and educational quality standards set by DCF. The procurement process requires vendors to provide comprehensive documentation of proposed kit contents, including manufacturer details and specific product specifications to demonstrate equivalency.

Opportunity text

The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid to provide environmental kits to two locations in Wisconsin: one address in Milwaukee and one in Madison, with the majority of kits being delivered to the address in Milwaukee. Details about the products and delivery addresses are outlined on Attachments E and F respectively. Environmental kits are developmentally appropriate materials used by childcare providers to enhance their learning environments and can include items such as books and educational toys. Three types of age appropriate "Environment Kits" totaling 225 kits will be assembled and shipped to one childcare resource and referral (CCR & R) agency in Milwaukee, WI. An additional 5 (five) kits from each age group will be distributed to the Department of Children and Families for use on provider visits. See Attachment E for the list of preferred materials for each of the 3 types of kits. DCF recognizes that some items requested on the "Environment Kits Content List" may not be available for purchase in the bulk quantities requested. The contractor may identify an alternate but equal product to be substituted and document this in the response. Any alternate product(s) bid must be clearly identified by manufacturer and catalog, model or stock number. Adequate detailed specifications of the product offered must be included with your bid to establish equivalency. DCF shall be the sole judge of equivalency. Questions must be submitted via e-mail to Sylinda Lower, Purchasing Agent, DCFProcurement@wisconsin.gov, no phone calls. Do not submit questions via eSupplier Portal.
