About this opportunity

The Colorado Department of Corrections is issuing a Request for Information (RFI 27-009) on modernization of its statewide entertainment and information delivery system, with responses due September 8, 2026, at 4:00 p.m. Mountain Standard Time (Modification 2 extended the deadline from the original September 9 date). This RFI is market research only; no award will result.

The system must serve approximately 16,500 inmates across approximately 19 correctional facilities. The CDOC is exploring IPTV systems, hybrid fiber-coax, streaming and video-on-demand platforms, wireless and tablet integration, and content management solutions with customizable channel lineups and centralized statewide control. Vendors may respond on the full scope or specific portions such as software or content delivery platforms, independently or through teaming. Responses should address technical architecture, content acquisition and licensing, inmate tablet delivery, security protocols, cost models, repair and support options including service level agreements, and detailed technical specifications including bandwidth requirements and delivery methods.

The system must achieve a minimum uptime of 99.9% excluding scheduled maintenance, support concurrent usage for 16,500 inmates without service degradation, deliver video start time under 2 seconds for streaming applications, and enable remote emergency system shutdown. Security requirements include strict white-list capabilities, tamper-resistant hardware suitable for correctional environments, and prevention of unauthorized external network access. The architecture must enable 100 percent concurrent usage allowing each individual to independently view and select content.

The CDOC requires all infrastructure, services, and resources to be provided by the vendor; no existing Department resources are available. The Department's corporate network (managed by the Office of Information Technology) is prohibited. The CDOC is open to utilizing existing facility network infrastructure currently managed by incumbent vendor Securus, contingent upon successful negotiation. Vendors are responsible for procuring content licensing and correctional exhibition rights. Responses must be submitted electronically through bidnetdirect.com/cdoc. Pricing submission is voluntary.
