About this opportunity
The Texas Department of Public Safety (DPS) is seeking responses to a solicitation for an Enterprise Licensing Platform. The goal is to procure a comprehensive, scalable system to handle licensing, compliance, enforcement, and inspection functions for various programs, including the License to Carry, Capital Access Pass, Vehicle Inspection, Ignition Interlock Device, Private Security, Texas Metals Program, Compassionate Use Program, and Precursor Chemical and Laboratory Apparatus. The platform must provide a single customer portal for constituents to interact with DPS for their licensing needs, and be capable of handling large volumes of records, documents, and users concurrently. The solicitation includes detailed functional and non-functional requirements, a project schedule and plan, transition requirements, and enhancement services. Responses are due by 5:00 P.M. Central Time on August 20, 2024, and the contract term is 5 years with the option to extend for up to 6 months.
The solicitation includes a 26.0% Historically Underutilized Business (HUB) participation goal for "all other services". Respondents must provide a HUB Subcontracting Plan detailing their good faith efforts to utilize HUBs. The incumbent vendor is not specified. Pricing must be submitted on a mandatory pricing schedule, and DPS will negotiate pricing prior to award, but does not guarantee any minimum compensation under the contract.
