About this opportunity

Jacksonville Electric Authority (JEA) is issuing an Invitation to Negotiate (ITN) for an Enterprise Asset Management (EAM) software solution, SaaS preferred, with responses due November 3, 2026 at 12:00 PM EST. A pre-response meeting is scheduled for October 13, 2026 at 10:00 AM EST via Microsoft Teams or teleconference. JEA intends to award one contract, though it reserves the right to award multiple contracts based on work groupings.

The software must support asset management, work management, preventive and corrective maintenance, condition-based maintenance, inspections, job planning, scheduling, workforce management, inventory ordering, procurement, contractor work, warranty management, calibration, linear asset management, mobile accessibility, GIS integration, field management integration, and ERP integration. JEA serves approximately 541,076 electric customers, 407,161 water customers, and 30,460 reuse water customers across electric, water, wastewater, and facilities systems.

Minimum qualifications include three references for EAM software implementations at electric or water utilities within the preceding five years, with at least one utility serving more than 100,000 customers; SOC2 Type 2 or equivalent security compliance with annual third-party assessments; exclusive data storage within the continental United States; and a minimum bid of $1.5 million (bids below this threshold are non-responsive). Pricing must be firm fixed for eight years with Consumer Price Index adjustments capped at 3 percent annually beginning in year two.

The contract term spans eight years covering software license and support services, with an estimated three-year implementation period followed by up to five years of support services and two optional one-year renewal periods. JEA will evaluate responses on market experience (15 points), functional capabilities (30 points), technology and support requirements (25 points), and quotation of rates/commercial proposal (30 points), with optional presentations and demonstrations potentially adding additional points. All responses become public records 30 days after opening or at award announcement, whichever occurs first. JEA encourages participation by Jacksonville Small and Emerging Business firms but has not implemented a set-aside.
