About this opportunity

The Commonwealth of Kentucky, Department of Criminal Justice Training, is soliciting competitive bids through a Request for Quotation (RFQ) for the procurement of one engraving machine, specifically a medium format Phoenix 1212 engraver or approved equivalent. The equipment must be capable of engraving name badges, nameplates, leather, wood, glass, and metal items with a marking area not exceeding 12x10 inches and minimum engraving capabilities for items ranging from 3 inches width by 1 inch height to 10 inches width by 3 inches height. Required features include auto-centering capabilities, automatic item measurement, dual laser and rotary engraving functions, specific carb cutter sizes (.015, .030, and .060), USB/Bluetooth capability, and a kit tablet with tablet stand for machine operation. Bidders must demonstrate compliance with all minimum essential specifications through product literature, provide optional onsite training, and offer ongoing technical support and maintenance services. The solicitation was released on May 21, 2025, with written vendor questions due by May 28, 2025 at 10:00 AM ET and a submission deadline of June 4, 2025 at 1:30 PM ET. All pricing must be inclusive of shipping and handling costs, exclude federal excise tax and Kentucky sales or use tax, and remain valid for a minimum of 60 calendar days after the bid due date. Award will be determined using a best value ranking approach with price weighted at 90 points and delivery time weighted at 10 points, with the baseline requirement of 30 days after receipt of order and a one percent per day deduction for late delivery.

Kentucky resident bidders are eligible for reciprocal preference consideration, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive preferential consideration in the award process. All bidders must submit a notarized Annual Affidavit certifying compliance with Kentucky campaign finance laws and may be required to demonstrate resident bidder status through documentation of Kentucky business authorization, corporate income tax filing, unemployment insurance fund payments, and valid workers' compensation policies. Vendors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth listed as additional insured, and automobile liability insurance of $1,000,000 combined single limit if performing delivery or on-site services. The equipment will be shipped to and billed to the Department of Criminal Justice Training at 4449 Kit Carson Drive, Richmond, Kentucky 40475. Bidders must submit responses electronically through the Commonwealth eProcurement system and be registered in the Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission.
