About this opportunity
The Kentucky Transportation Cabinet (KYTC) has issued a Request for Proposal (RFP) for a Personal Service Contract to provide engineering training services during fiscal years 2027-2028. This is a rebid of a previous solicitation (RFP 605-2600000097) that closed without award on December 5, 2025. KYTC seeks qualified trainers to deliver professional development training to KYTC employees, contractors, and consultants across eight engineering disciplines: Roadside Design, Highway Capacity Analysis/Signal Capacity Analysis, One- and Two-Dimensional HEC-RAS, Tree Identification and Dendrology, Fundamentals of Highway Plan Reading, ADA Sidewalk Design, Basic Traffic Engineering, and OpenRoads Designer Drainage. Training may be delivered at KYTC facilities in Frankfort, at the vendor's Kentucky location, at conference facilities, in virtual environments, or through a combination of delivery methods. The RFP evaluation will award a maximum of 750 points based on technical proposal (400 points), cost proposal (200 points), and oral presentations/demonstrations if required (150 points), with technical scoring emphasizing class content and customization (150 points), training location flexibility (75 points), course comprehensiveness (50 points), class availability (50 points), trainer credentials (50 points), and registration and cancellation policies (25 points). Written questions are due by March 13, 2026, and proposals must be submitted electronically through the Kentucky Vendor Self Service System by March 27, 2026, at 2:00 PM EST. The initial contract term runs from July 1, 2026, through June 30, 2028, with renewal options for up to two additional two-year periods subject to Finance and Administration Cabinet approval and Legislative Research Commission review.
No specific set-aside designations or restrictions on the types of organizations that can respond are mentioned in the solicitation documents. Vendors must provide proof of Commercial General Liability Insurance ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability Insurance ($1,000,000 per claim for professional services), and Automobile Liability Insurance ($1,000,000 combined single limit) if applicable. All bidders must submit the Annual Affidavit for Bidders, Offerors and Contractors confirming compliance with Kentucky campaign finance laws prior to contract award. Cost proposals must be submitted using the mandatory Cost Proposal Form with pricing provided per participant for each of the eight courses across multiple delivery locations, with courses requiring minimum participation levels ranging from 6 to 12 participants. One or multiple contracts may be awarded at KYTC's discretion based on best value to the Commonwealth, though there is no guaranteed minimum training volume as services will be requested on an as-needed basis only. No specific budget range or award value is stated in the solicitation documents, and no incumbent vendors or current contractors are identified.
