About this opportunity

The City of Forsyth, Georgia is soliciting Statements of Qualifications from engineering firms licensed in Georgia to provide professional engineering services for water infrastructure projects under the Georgia Environmental Finance Authority Water Infrastructure Improvement Fund (WIIF) Grant Program and other grant/loan programs, with SOQs due August 21, 2026 at 11:00 a.m.

This is a qualifications-based selection (QBS) process under GEFA requirements. Firms must be licensed to practice engineering in Georgia, demonstrate experience with municipal water and wastewater projects, hold documented experience with GEFA-funded projects, maintain adequate staff to meet project schedules, and carry professional liability insurance. No fee proposals are submitted at this stage; the City will negotiate scope and fee with the highest-ranked firm following selection, and proceed to the next-ranked firm if negotiations fail.

The scope spans project development, grant coordination, engineering studies, and project closeout activities, including preliminary engineering, field investigations, surveying, environmental and regulatory permitting, cost estimating, and GEFA funding requirement assistance. The City reserves the right to modify scope based on funding availability.

Evaluation awards 35 points for relevant municipal experience, 25 points for GEFA funding experience, 20 points for project team qualifications, 10 points for project approach, and 10 points for references, totaling 100 points. Respondents must submit one original, three copies, and one electronic PDF version to City Hall, 23 East Main Street, Forsyth, Georgia 31029. All preparation costs are the respondent's responsibility. The City reserves the right to reject any or all qualifications, waive informalities, request additional information, conduct interviews, or cancel the solicitation. Questions should be directed to Alex Smith, City Project Manager, at asmith@cityofforsyth.com.
