About this opportunity
The City of St. Peters, Missouri is soliciting qualifications for engineering design services for Spencer Creek bank stabilization at Sensory Trail near Ollie's Fun Forest, with qualifications due August 19, 2026 at 2:00 p.m. local time.
The scope is professional engineering design to stabilize the existing Spencer Creek bank adjacent to the boardwalk, protecting a large Burr Oak tree and park improvements from erosion. The engineer's recommendation must be based on one of four preliminary design alternatives provided in the RFQ appendices, though alternative solutions may be proposed. Deliverables include a concept plan, 30% preliminary design, 90% final plans and specifications, and final design documents. The engineer must maintain professional liability insurance with minimum limits of $2 million per claim and $2 million annual aggregate; general liability of $1 million each occurrence and $2 million aggregate; workers' compensation with $500,000 employer liability; business automobile liability of $1 million; and umbrella/excess liability of $1 million.
Compensation will be on a lump-sum basis with a guaranteed maximum limit to be negotiated following engineer selection. The City will provide project information, existing records and reports, property access, meeting facilities, and timely review of deliverables.
Evaluation criteria include demonstrated understanding of project scope, proposed project approach and schedule, experience with similar projects, qualifications of the proposed project team, and quality assurance procedures. The City reserves the right to reject any qualifications and will rank submissions to identify the most qualified engineer for contract negotiation.
The tentative schedule calls for contract award by October 11, 2026, project startup November 7, 2026, concept plan submission by January 13, 2027, preliminary plans 60 days after concept approval, 90% final plans 90 days thereafter, and final deliverables 30 days after 90% approval. Questions are due by noon local time on August 7, 2026, directed to bids@stpetersmo.net. Qualifications must be submitted electronically to the same address.
