About this opportunity
Queen Anne's County Department of Parks and Recreation is requesting proposals for engineering services for three marine construction projects — Kent Narrows Landing Bulkhead replacement in Chester, Thompson Creek Bulkhead replacement in Stevensville, and Matapeake Boat Ramp and Fishing Pier railings replacement in Stevensville — with proposals due June 22, 2026 at 2:00 p.m. An optional pre-bid meeting is scheduled for June 10, 2026 at 2:00 p.m. at the County Department of Parks and Recreation, 1945 4H Park Road, Centreville, Maryland.
The scope encompasses permit acquisition, design, construction documents, detailed cost estimates, bid documents, and contract administration and inspection services. Kent Narrows involves approximately 120 feet of northern bulkhead replacement and 494 square feet of pier redecking plus southern bulkhead repair with approximately 240 feet of capboard installation. Thompson Creek requires approximately 360 feet of bulkhead replacement, with an add-alternate for approximately 60 feet at an adjacent Sanitary Building. Matapeake includes two-lane concrete boat ramp replacement, potential replacement of an 80-foot wooden finger pier with a floating boarding pier, bulkhead and boarding pier condition assessment, and approximately 1,770 feet of fishing pier railing repair or replacement with some sections ADA compliant. Phase I design and construction documents are due within 120 calendar days of Notice to Proceed, with three submittal phases (Preliminary, Pre-Final, and Final). Phase II construction administration commences upon permit approval and concludes upon project completion and County and Maryland Department of Natural Resources acceptance.
The consultant must be a professional engineering firm licensed in Maryland with a minimum of five years of documented marine construction project design experience, including at least three projects of similar size and scope. Required insurance includes comprehensive general liability of $1 million per occurrence and $2 million aggregate, comprehensive automobile liability of $1 million per occurrence and $2 million aggregate, workers' compensation as required by Maryland law, and builder's risk for 100 percent of the lump sum bid for each structure. Funding is provided through a Maryland Department of Natural Resources Waterway Improvement Fund grant. The award will be based on the lowest lump sum bid for the three projects excluding add-alternates, anticipated within 30 days of proposal submission, with the quoted price firm for 90 days. Proposals must include two paper copies and one electronic PDF copy on USB, cover letter, resumes for key personnel, at least three relevant projects from the last ten years with client references, and required forms (Conflict of Interest Disclosure, Employment of Undocumented Individuals Statement, Political Contribution Reporting, and W-9).
