About this opportunity
The City of Hickory, North Carolina, through its Public Utilities Department, is requesting Statements of Qualifications for on-call professional engineering services for water and sewer infrastructure, with qualifications due October 30, 2026 at 12:00 p.m. Eastern Time. No set-aside or preference program applies.
The scope spans six primary service categories: water and wastewater master planning; hydraulic and hydrologic modeling; wastewater pump stations and water booster pump stations; design of gravity sewer, force main, water transmission and distribution mains; water and wastewater treatment process evaluation; and geotechnical engineering, materials testing, and special inspections. The City intends to establish a pool of one or more qualified firms for a three-year qualification period. Work is performed in Hickory, North Carolina.
The City will evaluate firms on demonstrated competence and will not consider fees during the qualification phase. Selection does not guarantee any minimum amount of work, obligate the City to issue a contract, or ensure minimum compensation. Following ranking based on qualifications, the City may negotiate scope and fair and reasonable fees with the highest-ranked firm for each assignment; if negotiations fail, the City may proceed with the next-ranked firm. All work is contingent on available funding, appropriation, and required City approvals.
Professional liability insurance of $3,000,000 per claim and aggregate, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit are required. Written questions are due October 8, 2026 at 12:00 p.m. Eastern Time, with responses anticipated by October 15, 2026. Statements of Qualifications must be limited to 20 single-sided pages or 10 double-sided sheets for the main body, with an additional five pages permitted for each additional service category beyond the first.

Update #2 · Latest ·
The County of Durham will receive sealed proposals for a qualified Contractor to establish a contract to provide a complete turnkey, internal and mechanical repair/rebuild of Cooling Tower #2, with the intent to restore the equipment to reliable operating condition and restore, to the greatest extent practicable, the original equipment's airflow, water distribution, heat-transfer capability, mechanical reliability, corrosion resistance, safe operation, and serviceability. The existing equipment is a Baltimore Aircoil Company Series 3000, Model 3272C-2 cooling tower that is approximately 13 years old and exhibits age-related wear. The County intends to repair/rebuild the tower as a proactive life-extension measure, reduce the risk of future component failures, and support reliable operation over the next 8 to 12 years. Actual service life will depend on the condition of the remaining structure, system operation, water treatment, and preventive maintenance; this objective is not a guaranteed remaining-service-life period.
