About this opportunity

The Town of Cary, North Carolina, is soliciting qualifications from licensed engineering firms for on-call professional engineering services for building systems through an RFQ, with written questions due November 17, 2026 and submissions due December 3, 2026 at 1:00 PM ET. Selection is qualifications-based under North Carolina General Statutes 143-64.31 (the Mini-Brooks Act), and pricing will not be a determining factor. Contractors must submit hourly rate schedules as a separate file.

The Facilities, Construction, and Field Services Department seeks one or more firms for facility-related capital improvement projects. Services include site visits, schematic and conceptual design, commissioning, structural studies, assessments of plumbing, mechanical, electrical, fire, and structural systems, cost estimation, complete contract documents, sustainable design implementation, bidding and contract negotiation, value engineering, construction administration, and project close-out. The Town does not guarantee a minimum amount of work, and it authorizes work through project-specific task orders. Selected firms must execute the Town's Principal Contract for On-Call Contracted Services, which includes insurance, indemnification, public records compliance, and Town ownership of intellectual property.

Evaluation weights are 50% for team and firm experience and qualifications, 40% for project understanding, approach, and schedule, and 10% for firm background. Proposals must include a cover letter on official letterhead, corporate background with at least three references from projects completed in the past six years, a project understanding and approach narrative, and detailed team qualifications and certifications. Respondents submit proposals electronically through the North Carolina Electronic Vendor Portal (eVP) in PDF format only. The listed jurisdictions are Wake County and Cleveland Town. The anticipated selection announcement is December 18, 2026.
