About this opportunity

The Town of Clayton, North Carolina is soliciting Statements of Qualifications from professional engineering firms to develop a Water, Sewer, and Electric SCADA Master Plan with optional implementation support. SOQs are due December 2, 2026 at 5:00 p.m. EST, and questions are due November 16, 2026. Selection is qualifications-based under N.C. Gen. Stat. 143-64.31, and cost or fee information must not appear in SOQs.

Part A is the base Master Plan, which establishes the target state of the Town's SCADA and operational technology environment over a ten-year horizon. It includes cost projections, governance structure, and sequenced investment recommendations to support capital planning, rate setting, and budgeting across two enterprise funds. Part A completion is anticipated within twelve months of Notice to Proceed. Part B covers optional follow-on implementation support, authorized through individual task orders at the Town's discretion. All deliverables must be electronic, editable, and searchable, and compatible with Town systems. The water and wastewater systems operate under Inframark as system integrator using VTScada software, and the electric utility is supported by ElectriCities and Pungo Engineering.

Selected firms must be registered with the North Carolina Secretary of State, hold a current firm license with the North Carolina Board of Examiners for Engineers and Surveyors, and maintain Professional Liability insurance of $1 million per claim and aggregate, plus Cyber/Technology Errors and Omissions coverage of $2 million per claim.

Part A will be compensated on a not-to-exceed fixed-fee basis, negotiated with the selected firm. The anticipated Professional Services Agreement carries a three-year term with up to two one-year extension options, subject to Town Council award and annual appropriation of funds. Part B services may be supported by State Revolving Funds, North Carolina Division of Water Infrastructure programs, FEMA hazard mitigation and BRIC grants, U.S. DOE grid resilience programs, and state and federal cybersecurity grants.

Evaluation is performed by a committee of at least four Town staff, with possible interviews of shortlisted firms, followed by scope and fee negotiation with the highest-ranked firm. Site visits will include water reclamation facilities, control centers, electric delivery points and substations, and a representative sample of remote facilities.

Opportunity text

The Town of Clayton invites qualified professional engineering firms to submit Statements of Qualifications to develop a Water, Sewer, and Electric Supervisory Control and Data Acquisition (SCADA) Master Plan and, at the Towns option, to provide related implementation support services. The Town seeks a single, coherent plan that establishes where its SCADA andenvironment should be over a ten-year horizon, what it will cost, how it should be governed, and in what sequence investments should be made. The Master Plan is intended to support capital planning, rate setting, and budget decisions across two enterprise funds, and to give operators, engineers, and IT staff a shared set of standards for every future project.
