About this opportunity
The Town of Ashland, Virginia Department of Public Works is requesting proposals for professional engineering services on an as-needed basis across three project categories, with proposals due September 16, 2026 at 4:00 p.m. under RFP 2026-0820. The Town reserves the right to award contracts to multiple engineers and is not bound to exclusive arrangements.
Project A encompasses design of roadways, drainage projects, parks, and municipal facilities; survey services where needed; development of specifications and bid documents; and construction materials testing or construction engineering and inspection as required. Projects may involve State or Federal funding, necessitating compliance with applicable grant requirements. Project B requires review of plans, drawings, calculations, and traffic impact analyses submitted by developers and other engineering firms for site plan review, subdivision processes, and regulatory compliance, with written feedback to Town staff and applicants on conformity with ordinances, regulations, and sound engineering practices; respondents should anticipate primary and secondary reviews of revised materials. Project C involves assistance meeting MS4 General Permit, VSMP regulation, and stormwater-related compliance requirements.
Proposals must not exceed 35 pages (excluding required forms, certifications, cover pages, and dividers) and must address firm qualifications, relevant experience, similar projects completed within the past ten years, and three professional references. Evaluation criteria prioritize priority assignment to Town projects, staff discipline depth and variety, managerial capabilities, familiarity with federal, state, and local codes and VSMP regulations, past performance, fiscal stability, firm and proposal quality, technical capabilities, and estimated hourly fees. The contract term runs from signing through December 31, 2027, with renewal options for up to four additional 12-month periods upon mutual agreement; price increases are limited to the CPI-W percentage. Compensation is structured on a project-by-project basis with hourly rates and fixed fees for specific tests; reimbursable expenses are paid at cost. Contractor must maintain Commercial General Liability of $1 million–$2 million (depending on coverage type), Business Automobile Liability of $1 million, Umbrella Excess Liability of $1 million, and Worker's Compensation of $500,000, with the Town named as additional insured. Questions were due September 8, 2026. Proposal ranking is scheduled for October 5, interviews for October 13–14, and notice of award to Town Council in December 2026. All vendors must register with eVA and provide State Corporation Commission identification or exemption statements. Addendum 2, issued September 15, 2026, clarified page-count rules and indemnification terms.
