About this opportunity
The City of Oroville Public Works Department is requesting proposals for engineering services on the Lincoln Street Complete Streets Project with proposals due October 29, 2026 at 4:00 p.m. PST. Cost will not be evaluated; selection will rely entirely on demonstrated competence and professional qualifications scored on a 100-point weighted system (75 points for written proposal, 25 points for interview).
The scope is a full-service team to deliver project management, civil engineering, environmental compliance, right-of-way services, landscape architecture, topographic and boundary surveys, and modern roundabout design across the PA&ED, ROW, and PS&E phases, plus support during bidding and construction. The project addresses safety and accessibility improvements on Lincoln Street from State Route 162 to the City limits, a section identified as one of Butte County's most dangerous roads due to high speeds, limited sight distances, and lack of pedestrian facilities. All work products and digital materials become the property of the City and must be delivered to the Department of Public Works upon final submittal.
Minimum qualifications require firms to have been in business at least ten years providing similar services in northern California, possess relevant experience with local agencies on public capital improvement projects, and have key discipline leads with appropriate professional licenses. Proposers must comply with California prevailing wage requirements, register with the Department of Industrial Relations, and submit financial management certifications for pre-award audit by Caltrans' Independent Office of Audit and Investigations.
The City has secured $1.5 million in federal CMAQ funding to initiate the PA&ED phase, with additional phases contingent on future local and grant funding. No DBE goal has been established, though consultants must take reasonable steps to ensure DBE participation opportunities. The City reserves the right to negotiate with the highest-ranked consultant and proceed sequentially with lower-ranked firms if negotiations fail. Proposals must be submitted in hard copy (three spiral-bound copies plus one electronic PDF on USB) to Tim Kaber, Director of Public Works, 1735 Montgomery Street, Oroville, CA 95965. Selection of the top-ranked proposer is anticipated by November 9, 2026, with negotiations the week of November 16 and contract execution by December 1.
