About this opportunity
The City of Oroville Public Works Department is requesting proposals for professional engineering services for the Acacia Roundabout Project, with proposals due October 22, 2026 at 4:00 PM PDT. The project is funded with $1.0 million in Congestion Mitigation and Air Quality (CMAQ) grant funds and requires compliance with all pertinent local, state, and federal laws and regulations.
The scope spans three phases: Project Approval & Environmental Document (PA&ED), Right-of-Way (ROW), and Plans, Specifications & Estimates (PS&E), with additional support during bidding and construction. Deliverables include civil engineering, environmental compliance, right-of-way services, landscape architecture, surveying, and roundabout design for the intersection of Acacia Avenue, Orange Avenue, and Oro Dam Boulevard East in Oroville.
Minimum qualifications require at least ten years in business providing similar professional services in northern California, active engagement in civil and/or traffic engineering services, relevant experience with local agencies, appropriate professional licenses for key discipline leads, and an available and committed project manager. The consultant must comply with federal and California prevailing wage requirements, register with the Department of Industrial Relations, and undergo a pre-award audit by Caltrans' Independent Office of Audit and Investigations.
The City will evaluate proposals on demonstrated competence and professional qualifications; cost is not a factor in the initial evaluation. The weighted rubric totals 500 points, including completeness (pass/fail), qualifications and experience (20 points), organization and approach (20 points), scope of services (15 points), schedule of work (10 points), conflict of interest statement (pass/fail), references (10 points), team presentation (10 points), and Q&A responses (15 points). Cost proposals will be opened only for the highest-ranked consultant. The City anticipates notifying the top-ranked proposer by the week of November 2, 2026, conducting contract negotiations the week of November 9, and approving and executing the contract on November 17. Proposals must be submitted in hard copy (three spiral-bound copies plus one electronic PDF on USB) to Tim Kaber at 1735 Montgomery Street, Oroville, CA 95965, and remain valid for 120 days from submission.
