About this opportunity

The City of Hendersonville, North Carolina is requesting qualifications for engineering services to support repairs and improvements to the Mills River Water Intake facility, with Statements of Qualification due November 10, 2026 at 2:00 p.m. Eastern time. Responding firms must be licensed to practice engineering by the North Carolina Board of Examiners for Engineers and Surveyors with at least one staff member currently licensed as a Professional Engineer in North Carolina.

The scope encompasses inspection and assessment of existing damages; development of detailed construction plans and technical specifications including civil, mechanical, electrical, and structural designs; streambank repairs and stabilization; catwalk access replacement and resiliency improvements; scour system air piping replacement and resiliency improvements; air burst system improvements with new air compressor and larger air receiver tank; SCADA connectivity integration for remote operation; electrical component conditioning; permitting; funding assistance and administration; and bidding and construction phase support. The project was initiated following Hurricane Helene impacts on September 27, 2024, which flooded the water intake, caused streambank erosion, and damaged catwalk and air scour piping infrastructure. The facility is located at 4139 Haywood Road, Mills River, North Carolina.

The City will compensate the selected firm on an hourly-not-to-exceed basis according to an agreed-upon rate schedule. Project funding may derive from state, federal, and local programs, including FEMA Public Assistance and Hazard Mitigation Grant Program applications already submitted by the City. Evaluation criteria are project team qualifications (30 points), project approach and management (20 points), similar projects experience (40 points), and ability to provide timely services (10 points). Statements of Qualification shall not exceed 30 pages and must be submitted in PDF format. Inquiries are due November 2, 2026. Site visits may be requested via email to Adam Steurer, Utilities Director. Responding firms must comply with 2 CFR Part 200 Uniform Administrative Requirements and the North Carolina Mini-Brooks Act.
