About this opportunity

The City of Thomson, Georgia is issuing a Request for Qualifications (RFQ) to procure engineering consulting services for public infrastructure improvements utilizing a two-step, qualifications-based selection process and traditional Design-Bid-Build delivery method. The scope of work encompasses water treatment plant upgrades, wastewater treatment plant upgrades, sewer collection system improvements, water system improvements, stormwater system improvements, and other infrastructure rehabilitation and expansion projects. Qualified engineering firms must demonstrate relevant project experience on comparable projects, particularly those funded through programs such as GEFA, EDA, CDBG, USDA, OneGeorgia, REBA, or ARC. The RFQ evaluation criteria are weighted as follows: firm stability and corporate history (10 percent), relevant project experience and qualifications (30 percent), past performance and client references (30 percent), and apparent suitability to the project including proximity to the location, local government experience, non-discrimination policies, and DBE inclusion efforts (30 percent). Statements of Qualifications must not exceed 20 pages in 11-point font and must include a transmittal letter, table of contents, company information, firm history and resources, five to ten comparable relevant projects, professional qualifications of key personnel, certifications and achievement recognitions, and statements addressing suitability and non-discrimination policies. Critical deadlines include a written questions deadline of April 23, 2026 at 5:00 PM, a Statement of Qualifications submission deadline of April 30, 2026 at 5:00 PM, evaluation completion and results posting by May 8, 2026, and finalist interviews scheduled for May 15, 2026. The anticipated project timeline includes approximately six months for engineering design, three months for permit approval, one month for contract bidding, two months for contract award, and twelve months for construction, with all dates subject to modification pending final scope development.

The RFQ emphasizes Disadvantaged Business Enterprise (DBE) inclusion as an evaluation criterion; however, no specific set-aside percentages or restrictions limiting competition to particular business classifications are detailed in the procurement documents. The City of Thomson has not identified any incumbent vendors or current contractors requiring transition or integration. No award value or budget range is specified in the RFQ; rather, the fee structure will be negotiated separately with the selected firm prior to commencement of services. The City reserves the right to reject any or all qualifications submitted and does not obligate itself to procure services unless a mutually acceptable written contract is negotiated and executed between the City and the selected engineering consultant.
