About this opportunity
Winston-Salem/Forsyth County Utilities is requesting letters of interest and statements of qualifications for engineering services to design a pipe storage building at the Utilities Field Operations facility at 1550 S Martin Luther King Jr Drive, with proposals due November 10, 2026 at 12:00 p.m.
The scope encompasses design of a minimum 24-foot-wide paved driveway, concrete apron, concrete foundation pad, and open-front storage structure (enclosed on three sides and roofed) measuring approximately 28 feet deep and either 50 feet or 73 feet wide in a two-bay or three-bay configuration. The building will store utility materials—20-foot sticks of PVC pipe and ductile iron pipe—on cantilever racks. Additional design work includes site grading and drainage, and evaluation and design of a retaining wall if required to accommodate the existing hillside behind the site.
Respondents must hold professional liability insurance of at least $1 million per claim and be properly registered with the North Carolina Secretary of State with licensed professionals in responsible charge. Firms must demonstrate similar project experience within the past five years and comply with federal civil rights requirements, North Carolina statutes regarding foreign corporations and E-Verify, and the City's nondiscrimination policy.
Evaluation criteria are weighted as follows: Work Experience (35%), Understanding of Project (25%), Past Work Performance (25%), and Proposed Plan of Action (15%). The RFQ does not request pricing in the letters of interest; fee negotiation will occur after firm selection based on demonstrated competence and qualifications. The City reserves the right to award, conduct negotiations, reject all proposals, or terminate the contract with ten calendar days' notice. Questions are due October 28, 2026 at 12:00 p.m. The selected firm will execute the City's standard Professional Services Agreement.
