About this opportunity

The City of Apalachicola, Florida is requesting proposals for engineering services to design, permit, and provide construction engineering and inspection for a new municipal water well, with sealed bids due July 23, 2026 at 2:00 p.m. Eastern Time. This procurement is governed by Florida Statutes Section 287.055 (Consultants' Competitive Negotiation Act), under which qualifications are ranked first and price is negotiated only with the top-ranked firm—price is not a selection factor.

Selected engineers must hold active, valid professional licenses with the Florida Board of Professional Engineers and operate in good standing. The scope encompasses preliminary engineering and siting, permitting services through the Florida Department of Environmental Protection and the applicable Water Management District, final design, construction administration and inspection, and well-testing and certification. The project is the fourth municipal well, designed to increase raw water capacity, ensure system redundancy, and meet the city's potable water demands.

Project funding derives from the Supplemental Appropriation for Helene and Milton, administered by Florida's Department of Environmental Protection. Sealed bids must be submitted to City Hall, Attention: Grants and Procurement Department, 1 Bay Avenue, Apalachicola, FL 32320, with the RFP number written on the package exterior. Bids will be opened and read aloud immediately upon the deadline.

Questions are due no later than June 30, 2026, directed to Rhett Butler (rbutler@cityofapalachicola.com) or Leslie Glaze (lglaze@cityofapalachicola.com). All bidders must comply with federal requirements including Equal Employment Opportunity regulations, Executive Order 11246, the Copeland Anti-Kickback Act, the Clean Air Act, and the Water Pollution Control Act, and must make positive efforts to utilize small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms per 2 CFR 200.321. The City reserves the right to reject all bids.
