About this opportunity

The Middle Georgia Regional Commission is requesting qualifications for engineering services on behalf of the City of Hawkinsville, Georgia for natural gas distribution improvements, with proposals due June 27, 2022 by 5:00 p.m. The project is contingent upon the City's successful award of federal Department of Transportation Natural Gas Distribution Infrastructure Safety and Modernization Grant funding; all work must comply with applicable federal and state regulations, including Uniform Administration Requirements (24 CFR Part 85) and CDBG program requirements.

The scope includes final design plans and specifications; permit and clearance acquisition; bid and contract document preparation including bidders' conference coordination; construction supervision with at least one site visit per week during regular working hours; and construction closeout with final inspection and project certification. The engineering firm must demonstrate capacity to complete preliminary engineering work within a compressed timeline and comply with federal pipeline safety regulations and environmental requirements outlined in the grant program's Tier 2 Environmental Questionnaire process.

The contract will be structured as direct costs plus a fixed fee not to exceed a lump sum amount, with the selected firm providing cost schedules for general and additional services as well as reimbursable expenses. The selected firm will be notified on or before July 1, 2022, and must submit a completed Preliminary Engineering Report by July 15, 2022 to support the anticipated grant deadline of July 25, 2022.

Evaluation criteria include the firm's experience with grant-funded projects, prior experience with the City of Hawkinsville, professional qualifications of key personnel with CDBG project experience, a comprehensive implementation plan with key timelines and milestones, and submission of a professional services contract. Proposals must be submitted via flash drive, CD, or email to the Middle Georgia Regional Commission.
