About this opportunity
The City of Hendersonville, North Carolina, is soliciting Statements of Qualifications from licensed engineering firms for Phase 2 of the Lower Mud Creek Floodplain Restoration and Flood Risk Reduction Project, with written questions due November 9, 2026. Firms must be licensed North Carolina Professional Engineers with demonstrated experience in complex riverine flood hydraulics, two-dimensional hydraulic modeling, and floodplain restoration, plus coordination with public utilities and infrastructure. Procurement follows the North Carolina Mini-Brooks Act (N.C.G.S. Chapter 143, Article 3D), and no fee schedule accompanies the SOQ, with compensation and scope set during negotiations. The source names no set-aside, preference, or incumbent.
The scope covers planning, assessment, hydrologic and hydraulic modeling, engineering design, environmental and regulatory permitting, construction documents, and cost estimating to bring Phase 2 to bid-ready status. The project restores a recently acquired property off South Grove Street between Phase 1 improvements and Jackson Park, with preliminary analyses identifying approximately 40 acre-feet of potential flood storage. The City may later authorize bidding, construction administration, observation, post-construction certification, model updates, and closeout services as funding becomes available. The City has been awarded $250,000 from the Golden LEAF Foundation for professional services, with the grant period ending August 2027 and a project completion target of July 30, 2027.
Evaluation criteria and points are project team qualifications (30), project approach and management (25), past work examples (20), experience with state grant administration (15), and references (10). Addenda are anticipated by November 16, 2026. SOQs are due by 5:00 p.m. Eastern Time on November 30, 2026, submitted as PDFs by email to Michael Huffman (mhuffman@hvlnc.gov). The City expects to notify the preferred firm by December 7, 2026, with contract execution and Notice to Proceed targeted for December 14, 2026.
