About this opportunity
The City of Lyons, Georgia is soliciting proposals for engineering services to design and implement drainage infrastructure improvements funded through the Georgia Department of Community Affairs OneGeorgia Authority Disaster Recovery Efforts Grant Program. This Request for Proposals seeks qualified engineering firms licensed in Georgia to replace a failed triple 48-inch corrugated metal pipe culvert on Washington Street with a dual 6' x 6' concrete box culvert serving one of the city's most densely populated areas. The scope of work encompasses structural design, construction engineering inspection, contract administration, software analysis, PD&E and PE studies, general engineering consulting, program management, bid package development, public involvement coordination, and CADDI drafting. Evaluation will be based on 100 points distributed across experience (30 points), references (30 points), and staff qualifications and availability (40 points). Proposals must be submitted electronically through the DFS Procurement Portal at dfs.bonfirehub.com no later than February 20, 2026 at 2:00 PM EST, with award scheduled for March 3, 2026 at 6:00 PM EST at Lyons City Hall. Questions regarding the scope must be submitted by February 13, 2026 at 5:00 PM EST. Respondents must submit a qualification package, references, list of subcontractors, basis of pricing, and a notarized contractor affidavit pursuant to O.C.G.A. 13-10-91(b)(l).
Firms must complete and affirm six required certifications and declarations covering non-collusion, lobbying, affirmative steps for small and minority businesses, debarment status, conflicts of interest, and drug-free workplace compliance. The City has established affirmative action requirements for small and minority business participation as part of the evaluation criteria. No incumbent vendors or current contractors are identified in the procurement documents, and no specific integration with existing technology or infrastructure is noted beyond the replacement culvert specifications. The Phase 1 budget allocation for this contract is $60,000. The City reserves the right to reject any or all proposals, waive irregularities, and negotiate variances from specifications. Multiple submittals from the same entity will not be accepted, and hard copy proposals or submissions via telephone, fax, or email will not be considered.
