About this opportunity

The City of Liberty Hill, located in Upton County, Texas, is soliciting Request for Qualifications (RFQ S2026-001) for engineering services to support its public works capital improvement projects for fiscal year 2026. The procurement seeks qualified individuals, firms, or corporations to provide comprehensive engineering and design services, permitting support, solicitation assistance, and construction administration across six specific projects: Butler Farms Storage Tank(s) Design, South Forks Wastewater Treatment Plant On-Site Lift Station Design, Stonewall Parkway Extension Design, Lift Station 19 Upgrade, Lift Station 12A Rehabilitation, and AC Waterline Rehabilitation. The City will match the most technically qualified respondent with projects rather than establishing a rotation list, requiring firms to demonstrate expertise in water, wastewater, and transportation engineering disciplines. Respondents must include at least one registered professional engineer or architect as project manager with a minimum of five years of experience in the specified services, and all persons practicing engineering or architectural services must be properly licensed and registered in accordance with Texas law. Evaluation criteria allocate 30 points for project manager and principal experience, 15 points for staff experience and availability, 25 points for the prime firm's comparable project experience from the past five years, 25 points for team structure and project approach, 5 points for previous litigation history, and acceptable references are mandatory. Key dates include a non-mandatory pre-submittal meeting on February 18, 2026, at 1:00 PM via Teams; vendor questions due by February 24, 2026, at 5:00 PM with answers posted by February 27, 2026, at 5:00 PM; and responses due March 4, 2026, at 2:00 PM through the City's e-Procurement Portal. Oral presentations, if required, will be held no later than May 2026, with an expected contract award date to be determined.

No specific set-aside designations for disadvantaged enterprises or restrictions limiting respondent types are identified in the solicitation documents provided. Respondents must be firms, corporations, individuals, or partnerships normally engaged in engineering services in Texas and must submit a completed CIQ Form with their response; upon selection, the successful respondent must submit Form 1295 to the State of Texas electronically prior to executing the agreement. At least three municipal and/or government agency references of comparable size that have utilized similar engineering services within the last two years are required, with complete reference information mandatory to avoid automatic disqualification; references from the City of Liberty Hill are not applicable, and the City reserves the right to check references prior to award with negative responses potentially resulting in disqualification. No incumbent vendors or specific budget ranges are identified in the available solicitation documents. The City reserves the right to make single awards, split awards, or non-awards based on which approach best serves its interests, and all costs associated with proposal preparation and submission are the sole responsibility of respondents and will not be reimbursed by the City. Responses are subject to the Texas Public Information Act following award, with pricing information never considered confidential, and the City will pay vendors within thirty days of acceptance of services or receipt of a correct invoice in accordance with the Texas Prompt Payment Law.
