About this opportunity
Sarasota County, Florida is requesting professional services proposals for engineering design, permitting, and construction-phase services for the Carlton Water Treatment Plant Backup Power Improvements Project, with proposals due October 15, 2026. The County intends to award a CCNA Specific Project Agreement to the most qualified proposer for the duration of the project.
Proposers must be registered with the Florida Department of Business & Professional Regulation and include at least one Florida-licensed Professional Engineer among key personnel. An Engineer of Record with demonstrated experience in electrical, instrumentation, controls, generator systems, PLCs, and switchgear design is preferred; experience providing grant assistance on federally funded projects is also preferred.
The scope encompasses design of permanent emergency generators, power, fuel, and backup systems to replace two existing 2000 kW generators with an adequate number and size to meet the plant's needs while maintaining 24/7 operational capability. Work includes removal of existing generators; installation of new generators, switchgears, automatic transfer switches, fuel tanks, utility switchboards, and programmable logic controllers; integration with the County's SCADA platform; piping upgrades; and coordination with FPL. The project may utilize U.S. Department of Housing and Urban Development Community Development Block Grant-Disaster Recovery funding, with a project completion deadline of June 30, 2031.
Proposers must submit written proposals via OpenGov including a letter of interest, licenses and certifications, resumes of key personnel, past performance examples, detailed project approach, current and projected workload documentation, organizational charts, and a proposed project schedule. The Professional Services Review Committee will score proposals numerically; a minimum of three highest-scoring proposers will advance to presentations in Sarasota, Florida or virtually at the County's discretion, after which the top-ranked proposer will be recommended for award.
Contractor insurance requirements include Workers' Compensation with $500,000 employers liability; Commercial General Liability of $1 million per occurrence / $2 million aggregate; Professional Liability of $1 million per claim; and Business Automobile Liability of $1 million combined single limit, with Sarasota County named as additional insured.
