About this opportunity

Town of Spencer, Massachusetts, acting through its Planning Board and Conservation Commission, is soliciting qualifications from engineering firms for on-call peer review, construction monitoring, and design services on municipal land use applications, with proposals due December 3, 2026 at 10:00 a.m. The Town will select through Qualification-Based Selection (QBS).

The Project Manager must be a Massachusetts-registered or licensed Professional Engineer (PE) or Professional Wetlands Scientist (PWS), and all team members in applicable disciplines must hold required state licenses. The firm must employ certified erosion, sediment, and stormwater inspectors (CESSWI) and demonstrate a minimum of five years of consulting engineering review and inspection experience with Massachusetts municipalities.

Scope covers engineering plan review for special permits, site plans, and subdivision applications; wetlands and hydrology review for Conservation Commission projects; construction inspections for approved site plans and subdivisions; and design and permitting for town infrastructure, including road reconstruction, drainage improvements, and dam repair. Proposals must be submitted in two sealed envelopes, with qualifications in one and fees and rate schedules only in the second. Proposals that reference fees in the main submission will be rejected as non-responsive. Delivery is to the Town's Office of Development and Inspectional Services.

The contract runs an initial three years, with the Town holding the option to renew for three additional one-year periods. Billing is monthly and hourly against a not-to-exceed amount, and modifications or additional services require Town approval. Upon award, the firm must maintain General Liability, Environmental Impairment Liability (professional E&O), and Automobile Liability coverage of at least $1,000,000 each, naming the Town as additional insured.

Evaluation weights four criteria equally at 25% each: ability to meet qualification requirements, proposed schedule and work plan methodology, proposal quality, and reference quality. Selection is anticipated within 30 days of interviews, and the successful firm must commence work within one week of contract execution.
