About this opportunity

The City of Darien, Georgia is requesting qualifications from engineering firms and grant management consultants to provide design, engineering, and grant administration services for three water and wastewater system resilience projects addressing Hurricane Helene impacts, with statements of qualifications due August 27, 2026 at 12:00 PM EST under RFQ 7-26.

The scope comprises three projects: New River Road Pump Station (Drinking Water Project No. 37) requiring pump replacement, control panel upgrade, generator installation, wet well construction, and forcemain upsizing in Darien; Public Works Pump Station (Clean Water Project No. 40) involving pump replacement, control panel upgrade, and generator addition; and Wastewater Treatment Plant Upgrade (Clean Water Project No. 41) including equipment replacement, package headworks system installation, headworks repair for pre-treatment redundancy, and electrical improvements. The City seeks one or more engineering firms for design and construction oversight and one grant management firm for grant administration. Engineering firms must demonstrate successful experience in municipal water system design and construction oversight; grant administrators must demonstrate compliance expertise with state and federal grant regulations. Projects are funded in part through the Georgia Environmental Finance Authority Hurricane Helene Resilience Funding Program.

Evaluation is qualifications-based using weighted criteria: firm stability (10 percent), relevant project experience and qualifications (35 percent), past performance and client references (35 percent), and apparent suitability including location proximity, workload capacity, non-discrimination policies, and W/MBE inclusion history (20 percent). Respondents must submit a single PDF containing a transmittal letter and detailed Statements of Qualifications describing firm resources, five to ten relevant projects, professional qualifications of lead personnel, and suitability factors. Questions are due August 11, 2026 at 12:00 PM EST. Finalist firms will be notified by September 3, 2026, with interviews scheduled the week of September 14–18, 2026. Final contract terms and fees will be negotiated with the highest-ranked firm(s) following interviews. A communication restriction applies from issuance through selection announcement.
