About this opportunity

The City of Tustin is requesting proposals for professional engineering consulting services to prepare Plans, Specifications, and Estimate (PS&E) documentation for Red Hill Avenue rehabilitation between Bryan Avenue and Sycamore Avenue, with proposals due August 17, 2026. This is a qualifications-based selection; fee proposals are submitted separately for negotiation after ranking and do not factor into the evaluation.

The scope encompasses pavement rehabilitation, ADA curb ramp improvements, traffic signal detection modifications, utility adjustments, signing and striping modifications, and Class II bicycle lane implementation over approximately 1.25 miles of arterial roadway. The City has completed roughly 30% design and will provide AutoCAD base files, topographic survey data, and preliminary design documents. The selected consultant shall review, validate, refine, and complete the design through final PS&E. The project is federally funded and requires compliance with 2 CFR Part 200 (Uniform Guidance), NEPA support documentation, and Caltrans requirements. The City retains responsibility for NEPA clearance, federal authorization (E-76), and right-of-way certification with Caltrans; the consultant provides supporting design documentation.

Evaluation emphasizes firm qualifications and experience (20 points), approach and work plan (30 points), project manager and key staff qualifications (30 points), schedule of delivery (10 points), and reference checks (10 points). The project schedule targets 30% design completion by March 2027, 60% design by September 2027, 90% design by December 2027, and final PS&E by June 2028, with Notice to Proceed anticipated in October 2026.

Consultant insurance must include $1 million in General and Professional Liability coverage and state statutory Worker's Compensation coverage. Proposals are submitted electronically via OpenGov. No estimated contract value or pre-proposal meeting is identified in the RFP.
