Engineering and Environmental Services
Orange County, North Carolina Finance and Administrative Services Department, Purchasing Division is requesting qualifications for multi-disciplined general engineering and environmental services to support the Solid Waste Management Department under RFQ No. 367-OC5490, with proposals due November 3, 2026 at 2:00 p.m. EST. The County may select up to two firms to negotiate agreements. Orange County requires an active North Carolina business registration and compliance with state and federal employment verification, non-discrimination, and living wage requirements. Firms must maintain current professional liability insurance and disclose claims filed within the past five years. The scope encompasses design and bidding document preparation, presentation materials, meeting attendance, RFP scope development, bid document review, drawings and calculations, and project examples including recycling and solid waste convenience centers, facility permits, transfer station assessments, composting facility permitting, landfill design and permitting, and PFAS monitoring and remediation. Expertise may be needed in landfill gas management, composting and organics management, groundwater management, master planning, permitting, geotechnical engineering, facilities planning, site assessment, transfer station design, waste stream analysis, rate studies, and construction and demolition debris recycling — though not all disciplines are required for a single firm. The initial contract term is five years with options to extend for two additional three-year periods. Compensation will be determined through negotiation based on approved milestones and task-based fees — no fixed contract value is stated. Evaluation criteria weight overall firm qualifications and experience at 30 points, qualifications of assigned individuals at 25 points, reference information at 15 points, and demonstrated capability to complete work on time and within budget at 30 points. Proposals must be submitted electronically and include contact information, legal entity status, available resources and subcontractors, experience with similar as-needed contracts with three professional references, project manager and key personnel qualifications, geographic location, capability demonstrations, current rate sheets, acknowledgment of addendums, living wage policy acknowledgment, E-Verify compliance affidavit, and a non-discrimination certification form. Written questions are due October 20, 2026, with responses posted by October 27, 2026.
