About this opportunity
The City of Monroe, Oregon is soliciting proposals for Engineer of Record (EOR) services on an as-needed basis for municipal infrastructure, with proposals due September 25, 2026 at 5:00 PM PST. The selected firm will serve the City's water, wastewater, stormwater, transportation, and other public infrastructure systems across general consultation, development and plan review, infrastructure planning, and regulatory coordination.
Proposers must hold a Professional Engineer license in good standing in Oregon and be legally qualified to conduct business in the state. Compensation is structured as hourly rates and fee schedules negotiated in the resulting agreement, with individual projects authorized through task orders. The City reserves the right to procure engineering services from other consultants when determined appropriate, and selection does not guarantee any minimum work or compensation. The firm must carry professional liability, commercial general liability, automobile liability, and workers' compensation insurance as specified in the final agreement.
The initial contract term is three years with options to extend for up to two additional one-year periods at the City's discretion, subject to satisfactory performance and mutual agreement. Monroe is a community of approximately 700 residents in southern Benton County along the Long Tom River.
Evaluation is weighted as follows: qualifications and experience of key personnel (25 points), relevant municipal engineering experience with small Oregon communities and identified infrastructure systems (20 points), approach to service delivery including communication and responsiveness (15 points), availability and capacity (15 points), rate schedule and pricing (15 points), and references and past performance (10 points). Questions are due September 4, 2026. The evaluation period runs September 28 through October 2, 2026, with Notice of Intent to Award on October 9, 2026, and contract execution targeted for October 26, 2026. Submit proposals to Thomas Fiorelli, City Administrator, at cityhall@monroeoregon.gov.
