About this opportunity
Jefferson County Purchasing Department, Watertown, New York, is requesting sealed bids for engine oils, hydraulic oils, and other lubricants under BID #26-90, with bids due October 27, 2026 at 2:30 p.m. A local or American business preference applies: local and American businesses receive 10 preference points, American-only businesses receive 5 points, and local-only businesses receive 5 points, out of an unstated total scoring pool.
The scope encompasses approximately 92 line items across diesel engine oils (15W-40 CJ-4/CK-4 rated, 5W-20, 5W-30, 10W-30 synthetic blends, and Dexos full synthetics), hydraulic oils (Universal Tractor, AW32, AW32LT, and Shell Tellus grades), transmission fluids (Dextron III and VI, ATF+4, TO-4 rated), gear lubes (Limited Slip GL5 and Synthetic 75W-90), greases (Lithium, Moly EP Synthetic, and VAL985 Low Temp), antifreeze/coolant products, diesel exhaust fluid (DEF), aviation oils, bearing oils, and windshield washer fluid. Products must meet or exceed specified industry standards including MIL, API, MACK, Caterpillar, Allison, and Cummins certifications. Container sizes range from quarts and gallons to 55-gallon drums and 330-gallon totes with dispensing equipment. For DEF specifically, the vendor must supply and maintain two 330-gallon bulk totes with dispensing equipment (meter and 25-foot retractable reel) for Highway and Solid Waste departments, plus one reserve tote, with all equipment serviced and maintained by the vendor throughout the contract term.
The initial contract term runs from award through April 30, 2028, with three optional one-year renewal periods available, potentially extending to five years total. This is an indefinite quantity requirements contract with no guaranteed minimum or maximum purchases. Pricing is submitted on a per-unit basis; the successful bidder may request annual price adjustments based solely on manufacturer pricing increases with 30-day advance notice and manufacturer documentation. The County is tax-exempt and reserves the right to cancel without cause with 30 days' notice and may purchase from alternate sources including New York State and GSA contracts. Evaluation criteria are proposer qualifications (25%), past experience (25%), compensation and overall value (15%), and the local/American business preference (5%).
